Here's Michigan University spokesman Rick Fitzgerald responding to the
Michigan Daily's inquiries
<http://www.michigandaily.com/news/university-lacks-policy-retain-employee-communications-public-record>.

*“It’s our policy that it’s up to individual users to determine their own
document retention. The University doesn’t have a set schedule.”*

That's right. Anyone employed by the University can hold onto public
records (like internal emails) for whatever time period they deem
personally appropriate, whether it's one day… or one year… or "aging off"
documents the moment they're requested.

"The problems of our economy have occurred not as an outgrowth of
laissez-faire, unbridled competition.
They have occurred under the guidance of federal agencies, and under the
umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
