Katy,

Have you spoken with your counterparts at the state for assistance?

Also, have you looked at some of the approved schedules from other
counties that are posted on the Colorado Archives website?
https://www.colorado.gov/pacific/archives/county-records-management.
I reviewed a couple that were posted - these include citations for
Colorado laws that apply.  These might be a good place to start.
