I would suggest two things:
1.) Make an interpretation that the timeframe "1 year +current" is an annual disposal period and means to keep records for an additional year after the date they were created:
- Records created during 2013 are to be retained for 1 additional year (2014) and may be destroyed 01/01/2015.
2.) Change this retention timeframe and any like it to a timeframe that is much less likely to cause confusion.
- Retention timeframe: Current Year + 1 year
