Thanks for your feedback and for sharing your policy.  You're right, I
neglected to point out that schedules can be distributed (owned) by
department in some organizations.  I took a department-agnostic, but
functional approach to my survey. The record hand-off points may vary among
institutions (e.g. admissions to registrar). Some if not most of the general
schedules state office of record, and are categorized as such, so you may be
able to "chunk" the departmental section of interest for comparison.  For my
registrar section, I found the AACRAO records book very helpful, as well.
