While there may be no "Industry Standard", there is best practices. If a legal hold notice is sent out (and IT should be part of the team), then not only should the recipients that receive the hold notice stop deleting and start saving, but the IT group should also be able to stop any spoliation of potentially relevant documents.  Does it have to be instantaneous, No, however there are fines or sanctions that can be imposed it was determined that you had the ability but did not take action.   Reality is that you can do whatever you want but there may be consequences to those actions.   So now you introduce risk into the mix and you will need to determine risk vs reward.
