It will depend on the state.  Virginia includes retention in most of its regulatory reporting requirements.  Although we (Waterworks) keep the data based on a Dept of Health retention, the monitoring reports only need to be kept a few years (depending on the report).  The reports are required by a different state agency than the Health Dept.  You may have to look at each state and look for the section that requires the report and what should be included on the report.  That's usually where report or data retention is mentioned.
