hat was the case in the summer of 2015, when I spotted some boxes stacked
on the floor in the archives at Montreal city hall labelled: “Destruction
after the Charbonneau Commission.”

I was in the room with a civil servant to re-examine some other boxes
containing the financial records of Montreal’s 2005 FINA organizing
committee.

The Montreal Gazette had waged a seven-year legal battle to gain public
access to the financial documents relating to the cash-strapped Montréal
2005 organizing committee, which then-mayor Gérald Tremblay had taken over
after restoring the international aquatic event for Montreal in early 2005.
