"Every employee has the obligation to properly manage information assets in
compliance with existing policies and procedures, and starting this year,
it will be a metric in everyone's performance appraisals."

The term "records" seems to cause too much confusion, even after decades of
attempting to socialize the concept and definition within organizations.
If "information" is referred to as "assets", it removes the need to
separate records from everything else.

Unless the definition of what constitutes a record (for your organization)
is so clear that no one has a question about it, broadening it to
"information assets" may gain greater traction.
