Of course the answer is #1.  If you have enough evidence to find someone
guilty then you are not sending an innocent person to jail.  If you don't
have enough evidence to find someone guilty you can't send them to jail.
Most likely there are a lot of guilty people hanging around our
neighborhoods because there was not enough evidence.  On the other hand,
the recent Bonnie and Clyde duo had been sentenced to probation rather than
jail and now look at the result.

And in the RIM world is it worse to delete a record that was misclassified
or keep a record that has misinformation (drafts, old versions, opinions,
gossip - ie. email)?
