I would say #1 is worse. Mostly because when you put an innocent person in
jail, even if they're later proven innocent, the conviction hangs over
their heads for the rest of their life, plus very few people come out of
jail the same.

And I would say Mary that destroying a misfiled record is the worse.
Keeping misinformation is frustrating but document destruction can lead to
major issues at the company.
