Hi Peter, we here at the NYC Economic Development Corporation inventory our paper records at the folder level, and use bar-coded labels, which we generate, to track the folders within the boxes of records we send to off-site storage.
Our off-site storage vendor generates the bar-coded box number, and our records management application combines the two sets of numbers.
We use bar code readers (actually "mobile computers") to track folders within a box, track boxes that come in and out of off-site storage, and also as we move the boxes around in our temporary shelving area.
The bar code symbology we use is 3 of 9, also known as code 39.
I hope this helps!
Fred
