Nolene, I would start by pointing out there is a National Standard that covers QC for scanning paper documents:
ANSI/AIIM MS44 "Recommended Practice for Quality Control of Image Scanners" (and you have to use BOTH methods!)
The test target to be used for ANSI/AIIM MS44 is AIIM X441 "AIIM Scanner Test Target - for use with AIIM MS44".
The sampling rates for the two MS44 methods may be derived from ANSI/AIIM TR34 "Sampling Procedures for Inspection by Attributes of Images in Electronic Image Management (EIM) & Micrographics Systems".
These documents give you clear, unambiguous reference points for the QA process.
