Whilst Exchange 2010 won't prevent you, the MailTips functionality introduced in Exchange 2010 using Outlook 2010 will warn you if you are about to send a message to a large DL. I do recommend though to move the Reply All to another location if you have the option.

Lotus Notes does not allow a user to move the "Reply All" button, either, but I just got off the phone with an IS guy and he will see if the version of Notes that we are upgrading to will at a meeting tomorrow.
