Most of the Senior Records Officers for Alberta government departments are in management and therefore are excluded from the union.  However the staff that develop records classification structures, taxonomies and schedules are either union staff or private contractors hired to perform the work.  My recommendation would be to use a contracted resource as an alternative to a union employee if the business area is that adamant.
