<Let's hope that this does not bode ill for those of us in local
government who have had the experience of providing access to public
records to an elected official's opposition researchers.>

An excellent reason for having documented procedures that are followed
for all requests. Including the dreaded government forms.  I hold
training sessions at least once a year on our FOIA procedures for this
very reason.  It is common for government folks to want to be helpful
(contrary to myth) and many employees feel awkward having to be so
"bureaucratic" by sticking to the procedures.
