>>Surely you remember the sequence of events, that Carlin submitted his
"voluntary" resignation after the papers carried the news of Bush's
selection of Weinstein to be the new Archivist. The position wasn't vacant,
and Carlin had no intention to resign when he did - he was forced out.<<

If I recall correctly, Carlin himself said he intended to resign, though not
until mid-1995. Also, the "resignation" submitted by Carlin was not really
a resignation at all, but a notification that he would resign when the new
Archivist was confirmed. At the rate it is going, Carlin will be right on
schedule.

So would you rather go for several months without an Archivist or have one
in place when Carlin steps down? And if Carlin was going to step down
anyway, is a reason from the President the issue. Hard as it might be to
believe, maybe he is taking preemptive action with regards to the issue.
That would certainly be in line with other decisions made by the
administration.
