Two points I would like to make
1. IIRC the law under which the archivist created a ten year period of
service for the Director of the FBI. This 10 year period was
establishing because it had been so difficult to get J Edgar Hoover
out of office. The 10 year period also made sure that the Director
would at least span 2 presidential terms. The Archivist was also
supposed to be a 10 year period but somehow that got lost while the
sausage er law was being passed. Anyway when Carlin was appointed in
1995 he wanted make sure that he served at least 10 years this. spring
will be his tenth year. thus establishing the precedent for future
archivists of a ten year period of office. As someone else pointed out
his resignation takes place when the nominee is confirmed. Same thing
occurred when Sec'y of State Powell resigned.

2.  a kind soul has passed on the following
the job requirements for a 1420, Archivist, in the U.S. Federal system.

QUALIFICATIONS REQUIRED: Basic Requirements -
You must have completed a full 4 year course of study in an accredited college
or university leading to a bachelor's or higher degree that included
18 semester
hours in the history of the United States and/or in American political science
or government, and 12 semester hours in any one or any combination of the
following; history, American civilization, economics, political science, public
administration, or government.
OR
You must have a combination of education and experience - at least 30 semester
hours which include courses as shown above, plus appropriate experience or
additional education.
