<This is an action, pursuant to GL. c. 39, section 23B, the state Open
MeetingLaw, that seeks (1) to <sanction the Boston City Council for a
purported violation of lawin connection with a January <20,2005,
informational briefing provided to CityCouncillors regarding a
< tularemia outbreak at a Boston University research
facility(hereinafter, the "Tularemia Briefing"), and <(2) to invalidate
a December 15, 2004, voteof the Boston City Council to approve the
extension of <Boston Redevelopment Authority (BRA) Urban Renewal Plans.
