Perfection is never fully achievable, but one should always strive
towards reaching it.  Encryption is a possible solution to reducing
identity theft if the data media goes astray.  What encryption does not
resolve is data loss - especially if the data media is produced and
distributed off-site as part of the business continuity plan.  

IM and other storage vendors recommending encryption see the ultimate
protection as sending the encrypted data electronically to their storage
facility.  While this is, indeed, an acceptable and wise method of data
protection, it is expensive and requires proper planning and
implementation.  Few, if any, organizations consider this high an
expense as justifiable for protecting data unless they have suffered
loss of data that resulted in massive problems - especially financial
ones.
