     ORDER OF BUSINESS FOR MATTERS PRESENTED TO THE CITY CLERK PRIOR TO 12:00 P.M. ON TUESDAY JANUARY 24, 2006 FOR CONSIDERATION BY THE CITY COUNCIL AT A REGULAR MEETING ON WEDNESDAY JANUARY 25, 2006 AT 11:30 A.M.
     COMMUNICATIONS FROM HIS HONOR, THE MAYOR:
     The following were received:
     0135 - Message and order authorizing the Police Commissioner to accept and expend a grant of $20,129.83 from the Executive Office of Public Safety, for the purpose of funding the Ella J. Baker House Examined Life Project.
     0136 - Message and order authorizing the Police Commissioner to accept and expend a grant of $4,000.00 from the Massachusetts Secretary of the Commonwealth Archives Division, for the purpose of funding the Boston Police Department Archives Officeâs Media
     Project.
     PETITIONS, MEMORIALS AND REMONSTRANCES:
     0137 - Petition of Swift Xpress Transportation Service Inc., for a license to operate motor vehicles for the carriage of passengers for hire over certain streets in Boston.
     0138 - Petition of New H. Transportation Service Inc., for a license to operate motor vehicles for the carriage of passengers for hire over certain streets in Boston.
     0139 - Petition of University Shuttle, for a license to operate motor vehicles for the carriage of passengers for hire over certain streets in Boston.
     REPORTS OF PUBLIC OFFICERS AND OTHERS:
     0140 - Communication was received by the City Clerk from the Board of Election Commissioners certifying the results of the election held for the Mayor and City Council.
     0141 - Notice was received from the Mayor of his absence from the City on January 8, 2006 until January 9, 2006.
     0142 - Notice was received from the Mayor of his absence from the City on January 10, 2006 until January 11, 2006.
     REPORTS OF PUBLIC OFFICERS AND OTHERS:
     0143 - Notice was received from the Mayor of his absence from the City on January 11, 2006 until January 12, 2006.
     0144 - Message and order for confirmation of the appointment of Kathleen Connor as a member of the Back Bay Architectural Commission for a term expiring December 31, 2006.
     0145 - Message and order for confirmation of the appointment of Nancy Restuccia as a member of the St. Botolph Area Architectural Conservation District Commission for term expiring June 30, 2006.
     0146 - Notice was received from the Mayor of the appointment of Karen A. Connor as Supervisor of Budgets for a term effective on December 24, 2005.
     0147 - Communication was received from the Massachusetts Highway Department re: Boston Layout No. order of taking easements-Parcels 65-TE-61, 65-TE-72 (portion) 65-TE-74, 65-TE-75, 65-TE-78 (Portion) 65-TE-79 to 65-TE-82 (portion) etc.
     0148 - Communication was received from the City Clerk transmitting a communication from the Boston Landmarks Commission for City Council action on the designation of the Fowler-Clark Farm at 487 Norfolk St., Mattapan, as a Landmark.
     (In effect after February 24, 2006 if not acted upon.).
     MOTIONS, ORDERS AND RESOLUTIONS:
     Councilors Ross and Murphy offered the following:
     0149 - Resolution urging the Police Commissioner through the Hackney Division to promulgate rules and regulation necessary to implement a taxicab Bill of Rights and to have these rights clearly posted in every taxicab in the City.
     Councilor Tobin offered the following:
     0150 - Order for a hearing to investigate the feasibility of increasing the membership of the School Committee from seven to nine members, and as terms expire, appointing new members to insure that there is a Committee member representing each City Council
     District.
     Councilor Tobin offered the following:
     0151 - Order for a hearing to review the feasibility of installing solar panels on City Hall.
     0152 - Order for a hearing to consider the practicality of the City purchasing and using permanent, solar-powered radar speed display boards in an effort to reduce speeding in neighborhoods.
     0153 - Order for a hearing to discuss the merits of cord blood donation.
     Councilor McDermott offered the following:
     0154 - Order for a hearing to discuss the current Housing climate and explore ways to help more residentâs qualify for mortgages and become home owners in the City.
     Councilors Scapicchio and Flaherty offered the following:
     0155 - Order for a hearing to look into providing SAT preparation for public high school juniors and seniors.
     Councilors Tobin, Flaherty, Murphy and Arroyo offered the following:
     0156 - Order approving a petition for a special law regarding an act relative to the appointment of John R. Mulligan to the Boston Fire Department.
     Councilor Murphy offered the following:
     0157 - Order for a hearing to discuss the Madison Park Lot and the impending sale of the property by the BRA and whether a portion of this property should continue to remain in the hands of the City and used for police department employee parking.
     0158 - Order for a hearing regarding the Cityâs Pilot agreement.
     0159 - Order for a hearing to explore the feasibility of establishing a program to create a means by which affordable living can be achieved for City of Boston employees who are paid less than $45,000.00 per year.
     0160 - Order for a hearing regarding the feasibility of cable television service being offered to senior citizens at a discount or group rate.
     Councilor Murphy offered the following:
     0161 - Order that the Council hold regular hearings to keep the community up-to-date on ground water issues, and that the first of such hearings be held on March 14, 2006.
     Councilor Arroyo offered the following:
     0162 - Order amending rule 3A. (Term Limit for the Office of the President of the City Council.)
     0163 - Order amending rule 24.
     0164 - Order amending rule 5.
     Councilor Ross offered the following:
     0165 - Ordinance Prohibiting Focused Residence Picketing.
     Councilor Turner offered the following:
     0166 - Order amending rule 5.
     Councilor Flaherty offered the following:
     0167 - Order that the Rules for the City Council be adopted for the municipal year 2006.
     Councilors Arroyo and Turner offered the following:
     0168 - Order for a hearing to allow youth and youth workers the opportunity to offer their own proposals to address the Cityâs youth violence problem.
