Depends on the size and management style of the organisation. One place I 
worked had a pretty flat structure, 400 staff. I was a level 3 (CEO, my 
boss, then me). The HR manager was also level 3, as was the CIO. Where I 
am now, I'm a level 4 (CEO, Divisional GM, my boss, me). The HR and IT 
managers are level 3. In both cases, considering nature of 
responsibilities vs size of organisation, I consider the level I am / was 
at quite appropriate.

A couple of years ago I did a quick quiz on this topic on the Australian 
(RMAA) listserv, and this pattern held true across about 20 responses.
