Agreed ... HQ should be looking closely at this issue and providing input to congress and the government agency that is
proposing this retention requirement.

Okay, so I can sorta understand the intent of this concept and why they're
looking into it, but isn't this akin to scheduling e-mail as a record
series???

Businesses presently establish retention periods based on a combination of:

 laws, regulations and statutes
 business needs that may exceed those
 any potential historic, intrinsic or enduring value

But if this gets through the mill under the auspices of "protecting children
from pornographers and exploitation" and "keeping Americans safe from
terrorists", how will the legislation read to assign a retention period, and
what will the basis be, because it certainly won't be based on content.
