Aside from the usual more $ and staffing the 2 big lessons learned here:

MORE management support. Sell it big time and when the time comes they'll
support you when the average end-user balks at yet another learning curve.

MORE storage than you ever thought possible. When designing our new
headquarters we missed the opportunity for input and therefore have NO
temporary storage for records in transition (file cabinets to inactive
storage). Offices cleaning out files or awaiting box pickup must live with
boxes piled wherever they can find floor space. Never ideal for a lot of
reasons.

Questions to ask?
Present the ideal then ask what exactly is management willing to commit to?
That's space, money, time and staffing. Present the ideal and work
backwards if you have to.

If you have technology what kind of IT support can you expect? Then, be
sure IT has the knowledge they need to support it (e.g. EDMS). Another huge
gap here we're working on filling in. Back tracking isn't fun trust me!
