Record level management is an application level matter.
If you want record level management it has to be done at the application
level which in most cases means printing it an putting it in a cardboard
box.
In most cases application level decisions are made by business units
rather than IT. An example of this might be a phone company purchasing a
billing system or an insurance company purchasing a claims system.
Questions such as:
- can retention be applied at a record series level?
- can records be maintained reliably throughout their life cycle? and
- can discrete records be accessed easily?
need to be asked at the time the application is purchased not when it is
being rolled out (which unfortunately is the time IT usually become aware
of it).
