You would think that company policies would require an annual training
so the company can make sure that we are aware of the requirements
associated with their policies.

Look at your company policies.  Does someone spend time covering the IT
policy on (let's say) use of the internet?  Maybe you have to sign an
annual confidentiality or ethics policy.  Why not RM?
