You're not off-base. You are creating flowcharts in order to define
your needs for new RIM software which will manage some things that are
records and some things that are not records. Looking at only records
management functionality would unnecessarily limit your selection
criteria.
Kind of like designing a new plane, it would be a bad idea to design it
for the perfect landing without knowing what it needs for takeoff.
