If you are talking about the OS level file properties the created date
should reflect the time that the file was created.

In the event that you copy the file, the new file will have a created date
that represents when the file was created (remember you are creating a
copy), if you move the file the file will retain its attributes.

I am running Windows Vista and I just copied a file from a Linux box running
Samba to my local drive and yes the creation date changed, but then I moved
it and the creation date was retained.

If you are talking about the meta data stored within a Microsoft Office
document such as the "Document Created" element this definitely will not
change irrespective of the way the file is migrated.

Your "OS Specialist" is an imposter, I would be skeptical of anything he/she
tells you.
