In the Department of Energy world, we have to keep them for a while
after superseded (at least the record copy regarding form development:

ADMINISTRATIVE MANAGEMENT RECORDS
Forms Files, Record Copy -
One record copy of each form created by an agency with related
instructions and documentation showing inception, scope, and purpose of
the form.
Destroy 5 years after related form is discontinued, superseded, or
canceled.

Forms Files, Background Material -
Background materials, requisitions, specifications, processing data, and
control records.
Destroy when related form is discontinued, superseded, or canceled.
