I agree - focusing only on retrieval times is a serious mistake.  I
consider the whole picture; costs, storage facility construction,
personnel policies, data access, customer service and responsiveness,
ease of sending boxes to their facility, etc.

Each organization needs to consider and rank the risks and costs with
each option, then determine what vendor meets your thresholds.  As an
example when I ran a records center for a county many years ago, one
of my primary goals was protecting archival documents - even had one
of Hugh's vaults in my facility.

As a private company I am not nearly as worried about storage
conditions, especially heat and humidity.  Since I have operations in
50 states and am a one person operation (for now anyway) my primary
considerations are customer service/reliability along with having "one
throat to choke" when I need assistance or have an issue that needs to
be resolved quickly.
