I learned a long time ago that "recorded information" is a record. The
only differentiation is where and how long to keep it. There is a lot of
recorded information that has no continuing value beyond the immediate
use - business, legal, historical or otherwise - for retention purposes.
So, yes, Source Code is a record. The only question is how long it
is needed to support the business process or provide legal evidence of the
process.
