Richard,

   I recently wrote an article that was published in ARMA's Information
Management journal (Jan/Feb 2013). The article outlines the process for
developing an Information Management strategy to support the Information
Management function.
   In particular the article provides solutions to your questions 1-5. The
project deliverables also provide some insight into the rest of your
questions.
    Basically, my approach is that the development of an information
management strategy that is supported by senior management is a
pre-requisite for e-discovery, EDRM implementations, information
governance, etc.
    I am encouraged that our industry is starting to accept the importance
of Information Governance as a tool for effective information management
operations.
