It's a correct observation and something I was highly disappointed in seeing...I also think that the conference is far too short for many companies or individuals to justify sending or paying for...I believe that the shortened conference to 2.5 days, has affected foreign records management delegations. The Japanese used to attend ARMA conferences in the past, whereas, there was only one at the San Diego conference.
Although the Exposition was better than previous years IMHO, there should have been educational sessions offered during that time period versus technology briefings...
That said, the San Diego was "good" in respect to the fact that everything was compressed into 2.5 days and I didn't find myself with much idle time.
