Yes, Ginny I totally agree with you.
I've been ridiculed on this listserv in past years when I made a case for
the full life-cycle management including the Creation phase - which is the
most critical. This is not just the time to index and classify, but
actually it is the time to make decisions regarding CREATION: what records
are needed or required to document the function or activity? When we
stopped doing this critical analysis we opened the door for the deluge of
masses of "records" most of which are unnecessary for the organization to
maintain and retain. Of course, the digital world has made it easier than
ever to create and store so we thought it would be easier to just
dispose/destroy records. What a mistake!
Let's start at the beginning and help management make decisions on what
records are needed/required and stop/eliminate any thing else. If we clean
up the mess at the beginning we won't have these massive backlogs of junk
10 years down the road.
