Well Steve,
Whether you call it RM, RIM or IG, the key to getting an enterprise level
manager is to establish the experience, skills, position and authority
required for the position.  Seems to me you would start with someone who
has a broad knowledge and/or experience of the organization and the issues
related to managing the records and information.  In addition, this person
probably has already established good working relationships with key
functions such as legal, compliance, IT, security, privacy etc.  I'm sure
you can think of more details.  An outsider would have a lot of work to do
to establish this knowledge, experience and relationships before anything
tangible would result.

Maybe that person is you?  The key is to develop a sound position
description with relevant requirements.
