Amy, to repeat what several folks have already said, the "placement" in your organisation of the records management program will vary: I'm currently under the General Counsel (wonderful!), but, in a previous position, I was under Facilities Management & Construction (equally wonderful--and we had a very nice budget).
Patrick Cunningham's comment "Be open to possibilities if someone unexpected wants to take ownership of your program -- it might just work out better than you think" is right on the mark, IMNSHO.
