nope. they are just what should be done. How many agencies require training
on how to use email, how to write emails and how to manage emails? not one
i bet. I regularly asked commercial and government customers did they
provide such training. universally the answer was no. If you want to solve
problems associated with email then everyone should be required to attend a
one day training classe on the use, management and writing of emails.
constant monitoring and correction. do not allow access to non-government
email accounts via government resources.

there is plenty of evidence out there that government officials and
employees have used personal email accounts to avoid compliance with
federal laws and regulations.
