I recommend Hyland Software Consulting if you happen to use OnBase.  They will come to your location.  We did an imaging project with them where we scanned 5 million pages of active files and indexed them.  We hired 20 temporary workers (Hyland will hire for you if you prefer) to prep and scan.  Hyland came to our site and trained the folks we hired.  Hyland did the indexing via FTP.  We performed QA prior to shredding the paper.  We completed the project in 9 mos.  They were very professional and extremely helpful.  They have the expertise.
