In my experience the underlying question is:  do you store transitory 
documents with official records, or do you keep them separate?  A common 
solution (not sure if it's the most common) is to have SharePoint (or even 
shared drives) as a working and collaboration repository, and an ECM 
system where official records (once identified) are moved to.  Either way, 
there has to be a process of some sort that:

- identifies what's official and marks it as such
- facilitates the regular cleanup of transitory information
- audits usage to confirm that official records are being identified and 
categorized correctly.

The advantage of a single system is that all like information sits in one 
location (both official and transitory); the disadvantage is that it's far 
trickier to separate the two.  The advantage of two separate systems is 
that the ECM system clearly contains only official records; the disadvantage 
is ensuring that official records are actually being moved over as much as 
they should.
