This is fascinating for a couple of reasons:  first, that a supposedly random 
process is obviously not random, and second, that freedom of information 
requests run into such varied, difficult, and even comical hurdles.

Perhaps there are individuals who take a small cut to claim prizes for those 
who don't want to be publically identified?  Those in the midst of divorce, 
etc.?  Fascinating.
