Here're my thoughts......

The master retetion schedule is the 'primary' one, and country schedules
are 'secondary' in nature.  The primary schedule is applicable to all
countries as your business is registered in your country.  If you
operate outside of your own country, then you should have a 'specific
schedule' for each country based on the country specific requirements.
The Rec Series info could be kept common to all but retention periods
could be different for each country depending again on the local
regulations.  The tracking system must be able to handle the coultry
specifics.
