Very true.  Ownership of the record resides with the business process.
Think of the servers, etc. as you would a records storage center.
Records storage staff do not decide retention or the filing order within
boxes of records.  The record owners, or the records manager on behalf
of the owners, determine retention, active/inactive status, filing
order, etc. Records Center staff may apply retention through authorized
destruction procedures, but it is usually at the request of the owner.
