I am not sure what special regulations apply to Red Cross, but, as a rule:

No problem for accounting transactions as long as you wait to make sure that
the scanned image is good.  Check with your auditors to make sure that they
aren't going to be surprised.

Anything with a signature will need to be researched and then reviewed with
legal.

Subject: Tossing Paper after Scanning

Our Accounting Division wants to scan the back-up documentation for
accounting transactions and destroy all paper copies afterwards.  Is there
any reason -- legal or otherwise -- which would preclude the destruction of
all paper copies?  For instance, are original signatures needed on
contractual documents, etc.?
