Yes, vital records can be electronic. Why would a backup tape not work
in many circumstances? Vital record is designated as such for protection
purposes. As a backup system is designed for system recovery purposes,
wouldn't this suffice to restore vital records kept within a particular
system as well? Generally, restoration will not be of a discrete record
but of an entire record keeping system. Such a backup system may not
suffice for records keeping and preservation purposes, but it should
suffice for electronic vital records protection and system recovery
purposes. A common concept in vital records is duplicate and disperse.
I'm not sure why standard backup systems would not suffice for this.
