COMPLIANCE AND RECORDS MANAGER (UNCLASSIFIED)

SALARY RANGE:  $4,610 to $6,855 per month.  $26.60 to $39.55 per hour.

DUTIES AND RESPONSIBILITIES:  Responsible for the oversight of the County's Records Center and Microfilming Operations and policies and practices related to data management, the county-wide implementation of the regulations of the Health Insurance Portability and Accountability Act (HIPAA), the MN Government Data Practices Act and other laws related to government data; and oversees the collection, retention, management, and disposal of all data countywide.

EXAMPLES OF WORK PERFORMED:  Acts as the County-wide expert on records retention and disposal schedules, records management, records storage, imaging systems, and records classification; supervises the Records Center and Microfilming Operations; develops and administers the County's polices and procedures, including establishing privacy and disclosure policies to comply with HIPAA and MN Government Data Practices Act; trains employees on privacy policies; works with departments to establish administrative systems to track compliance with requirements; responds to complaints from citizens, attorneys, and agencies regarding the availability of information, and reviews requests for the disclosure of information; acts as the HIPAA Data Practices Official in the County, and chairs a countywide committee established to ensure continued compliance with data management regulations.  Ensures information on laws and regulations are posted and available for County departments, and monitors the County's compliance with rules and regulations to ensure that all Federal and State laws are met; administers, maintains and implements specialized software used for the collection, management, use and disposal of all information collected by the County for its business purposes; ensures that software management system purchased is maintained and can effectively interface with the State of Minnesota and other agencies; makes recommendations on the design, customization, and purchase of records management (software) systems; researches federal and state statutes, and rules and regulations related to records management and data privacy, and monitors and communicates changes affecting County records management; completes research on new laws as they relate to special classifications of records, and implements processes to manage those records; maintains contacts with the League of MN Cities, Association of MN Counties, and MICA, to ensure up to date research on changes in the laws related to information management; establishes and maintains general service schedules for microfilm and imaging service users; interprets statutes, rules, Federal regulations and case law related to other data practices and records retention regulations, coordinates the disposal and transfer activities between off-site records retention sites and County departments.

MINIMUM QUALIFICATIONS:  Bachelors degree in Public Administration, Business Administration, Records Management, or a related area; plus four years in records management that includes experience in complying with related State laws and regulations and the Health Insurance Portability and Accountability Act (HIPAA).

APPLICATION FORMS:  May be obtained by calling the office of the Human Resources Department at (651) 266-2700 or by downloading forms from the Human Resources Department's job postings list on the internet.  Applicants will be eligible only if they clearly indicate in their application that they possess the minimum requirements, i.e., education, experience, age etc, as set forth on the examination announcement.

AGE AND RESIDENCE:  Unless otherwise mentioned in this announcement, applicants for examination must be over 16 and under such mandatory retirement age as may be prescribed by statute.  County residence is not required for application or after employment unless otherwise noted in this announcement.

SUBSTITUTION FOR EDUCATION AND EXPERIENCE:  Unless otherwise mentioned in this announcement, each year of additional qualifying experience may be accepted as a substitute for each year of education lacking.  Approved special training or education may be accepted as a substitute for each year of experience lacking, up to 50% of the required experience.  (The above substitutions will not be allowed when such substitutions would lower the professional standing of a county institution or disqualify the county from receiving federal or state grants-in-aid.)


EXAMINATION PROCEDURES:  The examination may include one or more of the following processes:

Written Test:  When a written test is included, the time and place may be indicated on the announcement form.  If not, you will be notified by mail.

Training and Experience Rating:  Your score is based on an evaluation of relevant training and experience which you describe on your application (and Supplemental Questionnaire if one is included).  Points are awarded for each year of experience.  Credit for part-time experience is pro-rated according to the number of hours per week, e.g., 20 hours per week = ½ credit.  Less than full credit may also be given if the relevant experience comprised only part of the total job.

Oral Examination:  If an oral examination is included, each qualifying candidate is questioned, evaluated and rated by oral board members who are well acquainted with the qualifications necessary for employment in their field.  Oral examinations are held in Ramsey County during regular working hours.  When oral examinations are held, applicants must participate to be considered for employment.

Practical Test:  Applicants may be required to demonstrate skills related to the job, such as typing.  Other practical tests may measure physical strength, agility and coordination.

Promotional Evaluation:  Promotion examinations may include or consist entirely of ratings by management or supervisory personnel.
PROMOTIONAL EXAMINATION:  To enter a promotion examination, an employee must be a permanent or probationary employee in the Ramsey County Classified Service on the date of the examination and must meet the minimum qualifications and office employment conditions stated in the examination announcement.  In addition, for Career Development, the employee must be employed in the classification series for which career development is being sought.  The final scores for candidates who pass promotion examinations are computed on the following bases:  Examination score, Wt. 90; Seniority, Wt. 10.


MEDICAL EXAMINATION:  Successful candidates for some jobs may be required to pass a qualifying medical examination before appointment.


ELIGIBLE LIST:  Eligibility for appointment resulting from this examination will expire at the end of six months unless extended.  No notice is furnished to persons on the eligible list when their eligibility expires.  Any person who wishes to reapply should contact the Human Resources Department well before their eligibility expires to be placed on the mailing list for the next examination announcement.


APPOINTMENT: For most jobs, appointment to a vacancy is made by the department head from among the top ten persons (and those tied for tenth, plus in some cases additional names for affirmative action purposes and/or for qualified Ramsey County employees on layoff status) on the eligible list.  Those persons not selected may remain on the list and be certified to the next vacancy.  For some jobs, all persons on the eligible list are referred for appointment.


VETERANS PREFERENCE:  Under Minnesota Law veterans who pass civil service examinations may have extra points credited to their examination score if they apply for veteran's preference and meet the requirements for eligibility.  Additional preference may be given to veterans who have a compensable service connected disability at the time they file for preference.  To claim preference you must complete a claim form furnished by the Human Resources Department. The claim must be accompanied by your discharge papers.  If you claim disabled veteran's preference, you must present proof of a current compensable service connected disability from the Veteran's Administration or a Service Retirement Board.  Your claim form is kept by the Human Resources Department and may be added to in subsequent examinations. Surviving spouses of deceased veterans and spouses of disabled veterans may also be eligible for preference.  Applicants are encouraged to file their claims for preference as early as possible since referral for jobs may be made as soon as the eligible list is posted.
