Salary Range: Step 52 ($ 19.24) to Step 67 ($ 28.90)

     Job characteristics: Incumbents in this job direct, coordinate, and manage the division's archives and/or records management programs, including the State Records Center and/or the Utah History Research Center; provide statewide coordination of the appraisal and preservation of the state's historical records permanent historical records from state and local governments. Develop guidelines, standards, and procedures for state and local government records management and local repository programs, including retention schedules, storage, access, and preservation or destruction of records. Direct and manage programs for the permanent access and preservation of state's historical records, preserving Utah history. Incumbents establish program goals, evaluate and control program performance and quality; are expert in their field of knowledge and of applicable program rules and state and federal laws and regulations, including GRAMA, HIPAA, Sarbanes-Oxley, FOIA, USA Patriot Act, and others pertaining to government records access, preservation, and management. Interpret; clarify, explain or apply agency policy and procedures, business practices, federal and state laws and regulations, etc. Supervise subordinate personnel. 

     Tasks: Manages one or more statewide or agency wide program(s). Determines program goals and objectives and/or chairs committees established to support the program.  Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.  Delivers presentations, stand up training, or instruction to staff, management, clients, or the general public.  Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.  Serves on various boards, councils, committees, or task forces to coordinate agency activities and facilitate agency goals and initiatives.  Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.

     Qualifications (includes knowledge, skills, and abilities required upon entry into position and trainable after entry into position): Knowledge of or Skills/Ability to develop approaches for implementation of an idea, program or change in operations; agency, professional and/or industry standards and practices; interviewing techniques; applicable laws, rules, regulations and/or policies and procedures; control or direct the operation of a program or function; speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally; research methods, techniques, and/or sources of information; deliver presentations or training using acceptable methods and techniques; compose and produce reports, documents and related material; communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing; agency and/or organizational program(s); supervise others by assigning/directing work; conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc..

     Other Requirements: Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.  Typically, the employee may sit comfortably to perform the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
