Mimi, we've generally interpreted "life of facility" as being the time
the given facility was being utilized by the county. Once its gone and
off the county books, either through sale, demolition, or ????, the
conditional retention kicks in.
Here in Oregon, "permanent" means having a retention of 100+ years for
state and local government records. I interpret "keeping a permanent
record for x number of years" as maintaining the record's integrity,
authenticity and accessibility for that period of time. Of course, one
could also interpret it as bad rule writing.
