SDG&E used digital approvals during construction on the Palomar plant.

Diablo Canyon uses electronic signatures as well as electronically
placed PE stamps.  This is done at DCPP in accordance with digital
authentication as outlined in NIRMA TG11-1998 "Authentication of Records
and Media" where section 4 outlines Records Authentication and with
California State regulations (see link below).

The 2006 California Professional Engineers Act
(http://www.dca.ca.gov/pels/2006_pe_act.pdf) states in section 6735 (for
instance) that all civil engineering plans and specifications permitted
or released for construction and all final CE calculations and reports
shall "bear the signature and stamp and seal of the registrant, the date
of signing and sealing or stamping, and the expiration date of the
certificate or authority", but does not expressly identify this as wet
or electronic.

I looked up the 2006 Board Rules: CCR Title 16, Division 5, Section(s)
400-476(411)(e) which reads: "The seal shall be capable of leaving a
permanent ink representation, an opaque and permanent impression, or an
electronically-generated representation on the documents. The signature
may be applied electronically."

If this is for the utility, I would think the California Code of
Regulations is enough, if the electronic approval is for use at SONGS as
well, you'll want to take a look at NIRMA TG11. Susan Hunn and Joel
Keown are two outstanding sources for NIRMA and they are at your
station.

Subject: Wet Seal Signatures for Engineering Drawings in California

I know I should probably just email Larry directly, but...

My company is divided as to whether or not electronic approvals are
acceptable for engineering drawings in California. My conversations with
the other CRM here and my own research seems to indicate that a wet seal
is still required, but certain engineers insist this has changed, but
haven't been able to provide me with a citation. I'm hoping the
engineers are right on this but so far haven't found anything explicitly
allowing it. I suppose a case could be made with the existing "E-sign"
legislation, but that will be a harder sell.

Anyone have an update on this? Larry?
