We have done just what Bill has recommended.  However, a good photo 
library should have a combination of both items.  A good classification 
scheme so users can search for and find their photo's in a hierarchal 
view. As well, metadata is assigned to templates on each photo so searches 
can be performed across each field of that template. 

The other thing we have done is to create a separate volume for the 
photo's so that if at some point in time, we wanted to move the photo's to 
another server, we could pick them up enmasse and easily move them.
