Some maybe, but a large percentage of them are for OTA students who have
attended college in the past and are continuing their education.  If
this is the case, an "official transcript" is required.  Transcripts
provided to the student are not acceptable.

In ND, where we were using transcripts as part of a licensing
requirement, the decision was made not to accept transcripts on secure
paper.  Transcripts had to be submitted on plain paper.  

Unfortunately, there would be no leverage to require plain paper in an
admissions environment.
