It may not be as important to keep a copy of outdated blank forms as it
is to keep a copy of instructions.  Often times form are printed with
instructions on the back or on a separate document.  There are several
regulatory references that specify that completed forms can be retained
without instructions if a single copy of the associated instructions has
been retained.  The instructions must be retained for the same period as
the completed forms.
